Visa Inc. is the entity that sits at the top of the vast Visa credit and debit card operation. Visa Inc. itself does not issue credit cards but it processes much of the data and effectively collects license fees and “toll charges”on every Visa transaction. Its direct clients are the banks that issue the credit cards and the groups that sign up and deal with the merchants.
